Definitions of Core Concepts


The process of measuring the achievement of the learner against specified National Qualification Framework (NQF) standards or qualifications.


The issuing of certificates that formally recognises learning achievements in registered qualifications or unit standards

Learning Programme

Sequential learning activities that lead to the achievement of a particular qualification or part qualification

Learning Programme Design

The process of systematic development of a learning or instructional experience based on learning and instructional theory to ensure the quality of learning.


Is a process ensuring acceptable consistency of assessment.  Must be carried out in line with the relevant ETQA’ s requirements.  Moderators must ensure that assessments are fair, reliable and valid.


A clear learning result that can be demonstrated by a competent learner at the end of a learning experience.

Outcomes are always described using a verb + and object (noun) + a qualifier / modifier

Portfolio of evidence

An ongoing systematic collection of evidence in the form of products that tell the story of a learner’s efforts, progress and achievement in the process of working towards competence.


A planned combination of learning outcomes that has a defined purpose.  Formal recognition of the achievement of the required number and range of credits at specific levels of the NQF


A resource for ETD practitioners that includes training material, self-study material, self and other assessment activities, references and the outline of the portfolio of evidence

Unit Standard

Registered statement of desired education and training outcomes and their associated assessment criteria.  Also contains administrative and other information
